The World Resources Institute's (WRI) "State of Climate Action 2025" report, released on October 22, 2025, presents a concerning assessment of global progress toward limiting warming to 1.5°C above pre-industrial levels. Despite some positive trends, the report indicates that none of the 45 climate action indicators assessed are on track to meet 2030 targets aligned with the Paris Agreement.
Key Findings
Global Temperature Exceeds 1.5°C in 2024: For the first time, 2024 was the first full year on record in which global average temperature rise exceeded 1.5°C above pre-industrial levels, with an estimated anomaly of 1.55°C.
Insufficient Progress Across Sectors: While over three-quarters of indicators are heading in the right direction, progress is alarmingly inadequate. Global efforts across 29 indicators are “well off track,” requiring at least a twofold—and for most, more than a fourfold—acceleration this decade to keep the 1.5°C limit within reach.
Declining Momentum in Electric Vehicles: Although electric vehicles (EVs) have made meaningful gains in global sales, recent progress has fallen from “on track” in the 2023 report to “off track” in 2025, indicating a slowdown in the transition.
