
Beirut, Lebanon (Enmaeya News) — The Ministry of Environment, led by Minister Dr. Tamara El Zein, together with the United Nations Development Programme (UNDP) and funding from the Green Climate Fund, officially launched the NDC 3.0 process on June 26, 2025. The milestone workshop aims to advance Lebanon’s climate commitments under the 2015 Paris Agreement.
The initiative brings together members of Lebanon’s NDC Committee alongside stakeholders from academia, U.N. agencies, civil society and the private sector. It seeks to update the country’s nationally determined contributions covering mitigation, adaptation, governance and climate finance, setting more ambitious targets for 2035.
The process builds on prior efforts, including Lebanon’s 2021 NDC update, its first Biennial Transparency Report, the National Adaptation Plan, and the Long-Term Low-Emission Development Strategy.
H.E. Dr. El Zein emphasized that the updated NDC is more than a reporting tool, calling it “a roadmap that can guide Lebanon’s development through crisis, offering practical solutions to reduce risks, improve governance, and unlock new opportunities.”
Blerta Aliko, UNDP resident representative in Lebanon, reaffirmed the partnership’s support in crafting “an ambitious, realistic framework that drives green recovery, strengthens institutions and attracts public and private climate investment.”
Benjamin Basmaci, regional climate specialist at UNDP, outlined plans to bolster institutional capacity, engage the private sector and develop a financing pipeline under the 2024–2027 Green Climate Fund readiness strategy. The initiative will also support drafting a dedicated climate law, implementation and investment planning, and preparing bankable climate projects, according to undp.org.
The launch of Lebanon’s NDC 3.0 marks a decisive step toward aligning national policy with its Paris Agreement obligations. By elevating ambition across emissions reduction, adaptation readiness and climate finance mobilization, Lebanon aims to build a resilient and sustainable future amid ongoing economic and social challenges.
