Beirut, Lebanon (Enmaeya News) — Lebanon has launched its Third Nationally Determined Contribution (NDC 3.0), a climate action plan that will be submitted ahead of COP30, ensuring its 2035 targets are included in the global stocktake and international climate efforts.

NDCs are climate strategies that countries submit under the Paris Agreement, outlining goals for reducing greenhouse gas emissions, adapting to climate impacts, and mobilizing finance for a low-carbon, climate-resilient future.

The inception was officially launched June 26, 2025, during a national workshop organized by the Ministry of Environment in partnership with the United Nations Development Programme and funded by the Green Climate Fund. The event brought together members of Lebanon’s NDC Committee along with stakeholders from academia, U.N. agencies, and the private sector.

NDC 3.0 seeks to integrate strategies for mitigation, adaptation, governance, and financing. It builds on previous milestones including Lebanon’s 2021 NDC update, the First Biennial Transparency Report, and the National Adaptation Plan, while aligning with the country’s Long-Term Low Emission Development Strategy.

“The NDC is not just a reporting obligation—it is a roadmap that can guide Lebanon’s development through crisis, offering practical solutions to reduce risks, improve governance, and unlock new opportunities,” said Dr. El Zein.

The project will also support development of a climate change law, a comprehensive implementation and investment plan, and a pipeline of bankable projects. Officials say these measures will contribute to Lebanon’s environmental and economic recovery.

With countries worldwide submitting updated NDCs ahead of COP30, Lebanon’s planned submission ensures the country remains engaged in global climate processes while addressing national challenges through inclusive, transparent, and sustainable climate planning.
