High hotel prices for Brazil’s upcoming COP30 climate summit in November have prompted the United Nations to ask its staff to limit attendance, while government delegations struggle to find affordable rooms in the coastal Amazon city of Belém.

The UNFCCC’s executive secretary, Simon Stiell, urged heads of UN agencies and specialized organizations to review and reduce the size of their delegations due to capacity constraints in Belém.

Brazil, which is nearly doubling available hotel beds for the summit, reaffirmed its commitment to securing 15 single rooms with rates between $100 and $200 per night, maintaining standards similar to previous COP conferences.

Delegates from developing countries have warned that the high accommodation costs make attending COP30 challenging. At a recent meeting, the UNFCCC asked Brazil to subsidize hotel prices, proposing rooms for $100 per day for delegates from the world’s poorest nations and $400–$500 per day for others. Brazilian officials, however, stated that they are already covering significant hosting costs and can only offer rooms capped at around $200 per night for poorer countries.

COP30 is expected to bring together nearly every government worldwide to negotiate actions to curb climate change, despite the logistical and financial challenges posed by the summit’s location.
