The Lebanese Ministry of Environment launched its landmark Climate Policy Package at the Grand Serail, under the patronage of Prime Minister-designate H.E. Nawaf Salam, with support from the United Nations Development Programme.
The package integrates the National Adaptation Plan (2025–2035), the updated Nationally Determined Contribution (NDC 3.0), and the Long-Term Low Emission Development Strategy, forming Lebanon’s most comprehensive climate roadmap to date. The initiative aims to reduce emissions, expand renewable energy, and strengthen resilience to climate shocks.
High-level officials, international partners, and civil society representatives attended the launch, including Environment Minister Tamara El Zein, EU Ambassador Sandra De Waele, UN Resident Coordinator Imran Riza, and UNDP Resident Representative Blerta Aliko.
Salam highlighted the urgent impacts of climate change, noting that droughts, floods, and water scarcity are reshaping Lebanon’s environment, economy, and security. El Zein announced the creation of a dedicated Climate Change Directorate, transforming the Ministry into the Ministry of Environment and Climate.
Despite Lebanon’s minimal global emissions, the country faces severe climate vulnerability, with impacts costing 5% of GDP annually, projected to reach 32% by 2080 if unaddressed. UNDP said investments in clean energy, food systems, and green infrastructure are critical for inclusive economic growth.
The government is prioritizing a new Climate Change Law to strengthen governance and positioning the Lebanon Green Investment Facility to mobilize climate finance. Analysts estimate every $1 invested could yield more than $5 in economic returns. Ministerial roundtables following the launch focused on mainstreaming climate action across sectors and expanding green investment opportunities.
