Climate change and environmental degradation pose a direct threat to the natural resources that Europe relies on for economic security, the European Environment Agency said Monday.

In a new report titled “Europe’s Environment 2025,” the agency warned that biodiversity across the continent is declining due to unsustainable production and consumption, particularly within the food system.

More than 80% of Europe’s protected habitats are in poor or bad condition, according to the report. Water resources are also under severe pressure, driven by overexploitation, pollution and invasive species.

“The degradation of our natural world jeopardizes the European way of life,” the agency said.

Europe is the fastest-warming continent on the planet, already facing more frequent and severe droughts along with other extreme weather events.

Despite the growing risks, EU governments are struggling to balance climate action with economic and industrial concerns. Negotiations over updated climate targets have highlighted tensions between wealthier and poorer member states.

Just last week, EU countries confirmed that the bloc will miss a global deadline to submit new emissions-reduction targets, citing continued divisions among member governments.

“The window for meaningful action is narrowing, and the consequences of delay are becoming more tangible,” said Leena Ylä-Mononen, executive director of the European Environment Agency.

“We are approaching tipping points — not only in ecosystems, but also in the social and economic systems that underpin our societies.”
