LEBANON (Enmaeya News) – October 17, 2025

Environment Minister Dr. Tamara Zein has issued a circular requiring owners and operators of large electrical generators to submit a technical environmental report to the Ministry of Environment. The report must detail generator emissions and demonstrate compliance with national environmental standards.

The circular, which serves as the first annex to Circular No.9/1 issued on August 5, 2025, applies to all generators with a capacity exceeding 200 kilovolt-ampere (kVA). in major cities and urban areas. Affected sectors include residential neighborhoods, hotels and restaurants, shopping centers, schools and universities, as well as factories and industrial facilities.

The circular will be enforced in major Lebanese cities, including Beirut, Jounieh, Tripoli, Sidon, Tyre, Antelias, Zgharta, Aley, Byblos, Nabatieh, Batroun.

The Ministry of Environment emphasized that this step is part of the national strategy for air protection and aims to establish environmental accountability among all generator operators, ensuring compliance with national standards.
