BEIRUT (Enmaeya News) - November 14, 2025

UNESCO officially launched its Strategic Framework for Education in Emergencies (2025–2030) in the Arab region at a high‑level event in Beirut, aiming to shore up education systems amid rising conflict, displacement, and climate crises. 

According to the National News Agency, the two‑day gathering drew together education ministers, senior government officials, UN agencies, civil society representatives, academics, and youth leaders. 

In his remarks, Paolo Fontani, Director of UNESCO’s Regional Office in Beirut, emphasized that “when education stops, everything stops”,  highlighting how schooling underpins protection, stability, and peace. 

The new framework sets forth a common vision and programmatic direction to help Arab countries build resilient, inclusive, and crisis‑prepared education systems, ensuring that vulnerable children and young people can access safe, quality education even during emergencies. 

During the event, participants engaged in expert panels and dialogues, including youth-led sessions, focused on crisis-sensitive planning and the development of skills for recovery. 

The gathering also underscored the vital role of the arts and psychosocial support, with a concert organized at the Lebanese American University, funded by Japan.

At the closing, stakeholders called for stronger regional cooperation, sustainable funding, and integrated policies to ensure that education does not falter, even when a crisis hits.

UNESCO framed the launch as part of its long-term support for Arab states to achieve Sustainable Development Goal 4, focused on inclusive and equitable quality education for all.
