Public Works and Transport Minister Fayez Rasamny told investors at the Beirut One conference on November 19 that Lebanon is “very rich in resources,” but its public services suffer from chronic mismanagement. 

Minister Rasamny said his ministry aims to generate more than $2 billion in direct and indirect revenues within the coming years. He added that the state plans to transfer the operation of public facilities to the private sector, which he argues can run them more efficiently. 

He highlighted that the key to unlocking this value lies in reforming management practices. “The condition for achieving these goals is administrative reform before anything else,” he said. 

The minister also announced that properly managed public facilities could bring in at least $1 billion annually over the next five years. 

Referring to infrastructure, he noted that his ministry oversees critical public sectors, including Beirut and Tripoli ports as well as Beirut’s international airport.  He said a regulatory body has now been established for civil aviation, transferring responsibilities from the ministry to a new board.

The minister expressed optimism about foreign interest in Lebanon’s infrastructure, saying that both Arab and international companies have shown willingness to invest, including in Rene Moawad Airport. 

He closed by emphasizing the importance of “transparency and competence” in restoring trust. “Real reform starts with proper management. Confidence is built through competence,” he said.
