BEIRUT (Enmaeya News) - November 26, 2025

The municipal authorities in Beirut have rolled out a new schedule of fines targeting a broad range of everyday infractions, from noisy music at night to illegal street vending.

The updated fine list was published on November 25, 2025, and applies to violations enforced by the city’s Municipal Guard.

Under the new rules, offences such as playing loud music without a permit, failing to clean up after pets, or dumping trash outside designated bins now carry fines of 20,000,000 Lebanese pounds (LBP).

Parking that blocks traffic or public access, using a tuk‑tuk inside city streets, or driving motorcycles on sidewalks can result in fines up to 30,000,000 LBP.

The comprehensive list also penalizes unauthorized advertising or graffiti on public walls, unlicensed street vending, placing obstacles on sidewalks or roads without permission, and cutting trees illegally, each subject to a 20,000,000 LBP fine.

According to the published schedule, offenses considered disruptive to public order, such as “behavior violating public morals” or inciting racial messages, are also punishable under the new fines scheme.

As the new fines begin to take effect, many residents and observers will be watching to see whether this tougher stance translates into tangible improvements or whether it fuels grievances over enforcement consistency.
