The World Bank launched its flagship MENA Human Development Report, “Embracing and Shaping Change: Human Development for a Middle East and North Africa in Transition", at its Beirut office.
The event was attended by the Minister of Social Affairs, Dr. Haneen Sayed, and the Minister of Education and Higher Education, Dr. Rima Karami.
Attendees also included the World Bank Country Manager, Mr. Enrique Blanco Armas, alongside other World Bank representatives.
The report, first published in August 2025, provides a comprehensive analysis of the region’s evolving human development landscape and emphasizes the need for proactive policies to address demographic, climate, and technological challenges.
According to the World Bank Report, human capital deficits remain critical: nearly 70% of 10-year-old children in the MENA region have not achieved basic literacy or numeracy, and the region’s average Human Capital Index score is 0.49, below that of countries with similar income levels.
Demographic shifts, including aging populations in some countries and youth bulges in others, are straining labor markets and social services. Climate vulnerability is also rising, with extreme weather events, water scarcity, and higher temperatures threatening livelihoods, education, and health outcomes.
The report highlights technological transformation, noting that digitalization and AI offer opportunities for growth but require investments in digital skills and infrastructure to ensure inclusive benefits.
World Bank officials urged policymakers to adopt forward-looking strategies that strengthen human capital, address climate risks, and harness technology, stressing that the MENA region’s sustainable development hinges on inclusive and equitable policies.
