In a statement issued at the start of 2026, Labor Minister Dr. Mohammad Haidar emphasized the importance of full compliance with Decision No. 157/1, which concerns the regularization of individuals in violation of the decree regulating the employment of foreign workers in Lebanon.
He said the decision is essential for correcting legal statuses, protecting workers’ rights, safeguarding the public interest, and organizing the relationship between employers and employees within the applicable legal framework.
Minister Haidar stated that the Ministry of Labor, in coordination with the General Directorate of General Security, will intensify oversight in the coming period to ensure strict implementation of the decision.
He noted that monitoring efforts will be followed by the adoption of necessary legal measures against those found to be in violation, without exception.
The minister called on employers to take the initiative and benefit from the opportunity to regularize the status of workers who do not meet legal requirements.
He said this step would help employers avoid future legal consequences and contribute to better regulation of the labor market.
Haidar also stressed the responsibility of Lebanese employers to fully comply with the decision and to refrain from employing or housing any worker without legal status, noting that such practices carry clear legal consequences under the law.
The Ministry of Labor concluded its statement by reaffirming its commitment to cooperation with all relevant stakeholders, with the aim of regulating the labor market, protecting rights, and strengthening the rule of law in a manner that supports economic stability and social cohesion.
