LEBANON — Lebanon is set to launch its National Early Childhood Development (ECD) Strategy, Social Affairs Minister Hanin Al-Sayyed announced.

The announcement came following an official visit to Spain, where she participated in the first Global Forum for Caregivers organized by UNICEF and the World Health Organization.

The forum was inaugurated by Spain’s Queen Letizia Ortiz Rocasolano and brought together senior policymakers and experts to discuss global approaches to caregiving and child development.

During the event, Minister Al-Sayyed represented Lebanon in a high-level ministerial session titled “Reaching Every Child,” where she outlined the country’s efforts to expand early childhood development and strengthen support systems for caregivers.

In her remarks, the minister said the upcoming national strategy is being developed in coordination with relevant ministries and is grounded in scientific evidence, national systems and a life-cycle approach spanning from pregnancy through age eight.

She emphasized that investing in early childhood is among the most effective public policy choices, citing evidence from Lebanon showing that failure to invest in this critical stage could cost up to 4.5% of GDP per age group.

By contrast, returns on investment range between $ 6.70 and $ 8.40 for every dollar spent.

On the sidelines of the forum, Minister Al-Sayyed met with UNICEF Deputy Executive Director Kitty van der Heijden to discuss ongoing support for Lebanon, particularly in early childhood development.

UNICEF reaffirmed its commitment to standing by Lebanon and supporting its communities amid ongoing challenges.

The minister also held talks with Spanish Health Minister Mónica García Gómez, exchanging views on issues of mutual interest and exploring prospects for cooperation.

The Ministry of Social Affairs said the visit marked an important step in reinforcing Lebanon’s presence in international forums and consolidating partnerships aimed at supporting children and families.
