CBIT-GSP, UNDP, FAO, UNFCCC, ICAT, and PATPA, together with the Ministry of Environment of the Republic of Korea, will host the Second Global Transparency Forum in Seoul, South Korea.

The Forum will bring together governments, experts, and development partners to exchange lessons from the first Biennial Transparency Reports (BTRs) and explore how transparency can inform the development of NDC 3.0, strengthening global climate action ahead of COP 30 in Brazil.

The 2024 milestone of the first BTRs was a pivotal step toward a more accountable climate regime, providing countries with data-driven insights to enhance ambition in their Nationally Determined Contributions (NDCs). However, with BTR and NDC processes often implemented separately, stronger alignment at the national level is urgently needed.

The Forum aims to:

  • Facilitate peer learning from the first BTRs and Technical Expert Reviews.

  • Show how transparency can support NDC updates, climate finance mobilization, and implementation.

  • Promote institutionalized, government-led transparency systems.

  • Strengthen collaboration among governments, international organizations, and support providers.

Key outcomes will include a Policy Recommendations and Roadmap with actionable steps to better align BTR and NDC processes.
