United Nations Economic and Social Commission for Western Asia (ESCWA) |Feb. 1, 2025

Now in its fifth edition, this Social Development Report offers a compelling look at the state of marginalized and excluded groups across the Arab region — and how far we still are from the promise of the 2030 Agenda to “leave no one behind.”

Using the Sustainable Development Goals (SDGs) as its lens, the report uncovers a sobering reality: nearly 187 million people in the region remain excluded from essential rights and services, including education, healthcare, housing, and social protection.

Through an intersectional approach, it dives into the structural causes of inequality and highlights bold initiatives already making a difference. Beyond analysis, it delivers clear policy recommendations to help governments, civil society, and partners empower marginalized communities and advance equity across all dimensions of development.

Crucially, the report calls for urgent action: national strategies must integrate the “leave no one behind” principle at their core, and robust data systems must be revitalized to track progress and reach those who are furthest behind first.
