ARAB REGION — The United Nations Economic and Social Commission for Western Asia (ESCWA) and the League of Arab States have developed the Arab Vision 2045, a long-term strategic framework aimed at guiding the region toward greater security, justice, prosperity, innovation and sustainable development.
The Vision seeks to strengthen joint Arab action and regional integration while responding to major global transformations, including climate change, demographic shifts, rapid urbanization, inequality and the spread of digital technologies. It also looks ahead to the impact of the fourth and fifth industrial revolutions on economies, societies and institutions.
The Vision is built around six interconnected pillars: security and safety; justice and equity; innovation and creativity; prosperity and balanced development; diversity and dynamism; and cultural and intellectual renewal. According to the document, the pillars are mutually reinforcing and are intended to support more cohesive societies, inclusive development and shared prosperity.
Security, Water and Food
Under the security and safety pillar, the Vision calls for stronger regional mechanisms to prevent and respond to conflicts, including an enhanced early-warning system within the League of Arab States and a regional preventive diplomacy initiative.
It also proposes mechanisms to finance regional water and food-security projects, improve cooperation on water management, expand desalination and water reuse, and strengthen food supply chains across Arab countries. Cybersecurity is another priority, with the Vision calling for stronger regional capabilities to protect information systems and respond to cyberattacks.
The document also proposes an integrated approach to water, food and energy management, supported by technologies such as artificial intelligence, the Internet of Things and smart sensors. These tools could be used to improve irrigation, monitor soil conditions, reduce food waste and strengthen agricultural productivity.
Education and Artificial Intelligence
Innovation and creativity form another central pillar of the Vision, with Education 4.0 proposed as a major regional direction.
The approach would promote learner-centred, interdisciplinary and lifelong education, integrating artificial intelligence and emerging technologies into curricula. The Vision also proposes a unified Arab e-learning platform offering accredited and specialized courses aligned with labour-market needs, alongside expanded use of MOOCs, hybrid learning and virtual education tools.
The document calls for stronger technology and research funding, support for technology start-ups and greater investment in Arab talent. It also proposes making computer science a compulsory subject across primary, intermediate and secondary education.
Building a Connected Arab Digital Region
The Vision also places digital infrastructure at the centre of regional integration.
It proposes stronger cooperation on telecommunications infrastructure, including high-speed, low-cost Internet networks connecting national networks to regional Internet exchange points through submarine and terrestrial cables. The aim is to reduce reliance on costly international Internet routes and improve access to digital content across Arab countries.
The proposal builds on the Arab Digital Agenda 2023–2033, including the development of national Internet Exchange Points and data centres that could eventually form part of a regional cloud network.
Economic Integration and a Unified Digital Currency
On the economic front, the Vision calls for deeper Arab economic integration, including unified trade policies and the gradual development of a common Arab market.
It proposes a fully integrated regional digital financial system and the potential launch of a unified Arab digital currency, issued by central banks for regional and international payments while maintaining the sovereignty and independence of individual States.
The Vision also emphasizes interconnected infrastructure, including water, electricity, logistics, information and transport networks, as well as priority railway projects and public-private partnerships.
Renewable Energy and Climate Resilience
Energy security is another key component, with the Vision calling for greater diversification of energy sources and expanded use of solar, wind, hydropower and hydrogen.
It also proposes stronger regional cooperation on renewable-energy technologies, energy efficiency and infrastructure, alongside the completion of the Arab electrical interconnection project.
In the environmental sphere, the Vision calls for climate adaptation measures, greater investment in clean energy and climate-smart agriculture, stronger environmental legislation and the establishment of Arab regional recycling centres.
Youth at the Centre of Development
The Vision identifies young people as key agents of change and emphasizes investment in human capital. Among its proposals are a unified Arab student visa system, expanded student and vocational exchanges, joint research programmes and initiatives to promote youth volunteerism.
It also calls for stronger support for entrepreneurship and SMEs, while encouraging regional cultural and artistic cooperation and greater investment in Arab creative industries.
Targets for 2045
The Vision sets long-term performance targets across areas including innovation, income, renewable energy, unemployment, poverty, competitiveness, cybersecurity, governance, access to justice and gender equality.
Among its economic ambitions is tripling average per-capita income in the Arab region, which the document considers achievable if strategic development plans are implemented alongside investment in technology, knowledge and human capital.
The Vision, however, acknowledges significant implementation challenges, including financial constraints, outdated infrastructure, limited use of modern technologies and political and security instability in some Arab countries. It stresses that achieving its objectives will require coordination among Arab States, investment, digital transformation, pooled resources and stronger technological capabilities.
Ultimately, the Arab Vision 2045 presents regional cooperation and integration as essential to addressing challenges that extend beyond national borders. Its implementation is envisioned as a collective effort involving governments, civil society and the private sector, with the goal of building a more secure, inclusive, innovative and prosperous Arab region by 2045.
